This decree preamble says the government is acting urgently about the compulsory cession to the State of part of the 1917 winter barley harvest. Les exploitants agricoles ayant récolté de l’orge d’hiver doivent en céder certaines quantités à l’État, selon la superficie ensemencée. For quantities delivered to the State beyond the required quantities, an extra price of 5 fr. per metric quintal must be paid. Agricultural operators may take limited quantities from the surplus harvest after at least half of the mandatory quantities has been delivered; seed grain exchanges or supplies need special Office authorization, and other sales to third parties are forbidden unless the Government lifts the ban. La livraison intégrale des quantités obligatoires doit être faite avant le 1er octobre 1917; l’Office d’achat et de répartition peut proroger ce délai sur demande écrite et pour nécessité justifiée. Les quantités livrées avant le 15 août 1917 donnent droit à un supplément spécial de 5 fr. par quintal métrique.
