This preamble states that the law was issued by the sovereign after consultation of the Council of State and with assent of the Chamber of Deputies. A secretary is attached to the Grand Duke or his Lieutenant and must submit matters sent to him by government members and pass on the resulting decisions to the Luxembourg government. The secretary to the Grand Duke for Grand Duchy affairs has the rank and pay of a government councillor, serves only revocably, keeps the current holder’s pay, and receives an annual state-budget sum for office and extraordinary residence-abroad expenses. The archivist functions of the Hague Secretariat are abolished when the current officeholder leaves office.
