This is the preamble of a law authorizing the Government to regulate certain matters. Le Gouvernement peut, jusqu’au 31 décembre 1953, prendre et modifier certains règlements économiques, après avis du Conseil d’État et avis favorable de la Chambre des Députés; certaines matières constitutionnellement réservées sont exclues, sauf pour l’abrogation de règlements antérieurs visés. This article allows administrative regulations and implementing orders to set penalties, but only up to 5 years' imprisonment and a fine of 1,000,000 francs. Regulations and orders made under this law stay in force until changed otherwise. The 1879 law on mitigating circumstances applies to all enforcement measures taken under the listed prior laws.
