This preamble states that the Government is empowered to regulate certain matters. The Government may, until 31 December 1957 and subject to required opinions, issue public-administration regulations on economic measures, even if they depart from existing laws, except for matters reserved to law by the Constitution. Public-administration regulations may set penalties up to 5 years’ imprisonment and a 1,000,000-franc fine.
