This provision is the preamble to a law about building a new passenger terminal with related facilities at Luxembourg Airport. The government is authorized to proceed with building and equipping an airport terminal at Luxembourg Airport, in line with final plans to be jointly approved by the transport minister and the public works minister. The airport building works and their related connections to public roads are declared to be for public utility, and these works are exempt from the authorization required by the 17 June 1872 grand-ducal royal order. The government may finance the works covered by Article 1 through private-company prefinancing or through the public administrative investment fund. Construction costs for the works covered by Article 1 may not exceed 170 million francs, subject to legal price increases until completion.
