This preamble identifies the law and records the Grand-Duc’s promulgation after the State Council was heard and the Chamber of Deputies gave its assent. The Grand-Duc may, until 31 December 1988 and in cases of urgency he determines, make public-administration regulations for economic and financial measures, even if they depart from existing laws, except for matters reserved to law by the Constitution. This article lets the public-administration regulations under Article 1 set penalties up to 5 years’ imprisonment and a 2,000,000-franc fine, and add confiscation, closure, and publication costs. Regulations made under this law stay in force until changed otherwise.
