This provision is the preamble to a Luxembourg law on access to the profession of goods carrier by inland waterway in national and international transport. This article says the law applies to inland waterway goods transport in national and international transport, and it defines key terms. This article excludes two groups from the law’s application: certain inland-waterway freight carriers using vessels under a 200-metric-ton maximum load, and operators of ferries. No one may operate a waterway transport business, whether as a main or secondary activity, without written authorization from the Minister responsible for establishment authorizations. Certain business changes need a new authorization, and some company changes must be notified to the competent Minister within one month.
