This law concerns participation in the 13 June 2004 European elections by nationals of states that became members of the European Union on 1 May 2004. For the 13 June 2004 European elections, the 18 February 2003 electoral law applies to nationals of states that become EU members on 1 May 2004, subject to the following rules. To vote in the 13 June 2004 European elections, the persons covered by Article 1 must meet age, civil-rights, and residence requirements, with one residence-condition exception for certain voters. The electoral list is supplemented with a list that includes only nationals of states scheduled to become members of the European Union on 1 May 2004. People covered by article 1 who want to vote must apply to be added to the supplementary electoral list, provide the required documents, and file the signed and dated request by 13 March 2004.
