This preamble introduces a grand-ducal regulation modifying the Luxembourg railway personnel statute. If salary calculation elements change because of an administrative error, the salary must be recalculated and any overpayment recovered or deducted. The director general or delegate may waive recovery in whole or in part. Restitution is mandatory when benefits were obtained through false statements, concealment, or failure to report important facts, and a restitution decision over 5% of monthly salary requires the person to be heard first.
