This preamble says the regulation concerns controls that may be applied to goods destined for export or transit. Les agents des douanes peuvent retenir certains biens liés à l’exportation ou au transit si ils peuvent contribuer à des armes chimiques, biologiques ou nucléaires, ou à des missiles, et le responsable doit demander une licence. If the exporter, freight forwarder, carrier, or another person responsible for the goods knows or suspects the goods may be destined for certain purposes, they must notify the Office des Licences and apply for an export or transit licence. The licensing office decides on the licence application, and may refuse it in certain cases. Si une licence est refusée, l’opérateur en est informé; en cas d’exportation, la marchandise est remise à l’exportateur, et en cas de transit elle doit être renvoyée au pays de provenance aux frais du transitaire, du transporteur ou de toute autre personne responsable des biens.
