This preamble identifies the regulation and cites the legal bases it relies on. This article defines “the minister” and “the committee” for this regulation. The committee is made up of a president appointed by the Grand Duke and 13 other members, including two vice-presidents and delegates from listed ministries. The minister appoints the vice-presidents and other members after Government approval. Their terms last five years and may be revoked by the appointing authority after Government deliberation. If a seat becomes vacant, the replacement finishes the remaining term.
