This preamble says the Grand-Duc issues the regulation on consultation of archival collections at the National Archives and cites the legal basis used. Certain state, communal, and private archives may be accessed only under the conditions set by this regulation or by contract with the National Archives. Les documents visés doivent en principe être consultés sur place, avec une carte de lecteur; certains documents de grande valeur ne peuvent être consultés qu’avec un fonctionnaire ou sous forme de copie, et toute reproduction de documents librement consultables requiert l’autorisation préalable du directeur des Archives nationales. Certain archives from state and communal administrations must be communicated to any person who asks for them, if they were freely communicable before being deposited at the National Archives. Some state and communal archives may be freely consulted only after 30 years from the document date, or after any special periods in Article 5.
