This preamble identifies the legal bases and references used for the regulation on control measures for certain animal-protein feed restrictions. Use of fish meal, dicalcium phosphate, and hydrolysed proteins in feed for livestock other than ruminants is authorised only under the conditions set in the cited annexes; for trade, dicalcium phosphate and hydrolysed proteins must be accompanied by an official certificate. Certain animal feeds with transformed animal proteins may not be made in plants that prepare feed for farm animals, except for a narrow case involving fish meal, dicalcium phosphate, and hydrolyzed proteins. Article 3 allows certain transfers of processed animal proteins only if the listed conditions are met. Article 2 of Decision 97/735/EC does not apply to shipments of processed animal proteins that have the health certificate referred to in Article 3(1)(b).
