Statute overview

About this statute

This preamble introduces a Grand-Ducal regulation on the regime of communal employees and lists the legal bases and consultation steps used before adoption. Le règlement fixe le régime applicable à certains employés communaux visés par une loi de 1985. This article sets conditions for recognizing a communal employee and requires the communal council to make a formal status decision at engagement or within 6 months in certain cases. People can be hired as communal employees only if they meet listed eligibility conditions, including nationality, civil and political rights, morality, aptitude/training, and language knowledge. EU nationals are exempt from the nationality condition for certain sectors, with an exception for jobs involving state-interest functions. The communal council hires the communal employee with approval from the Minister of the Interior and using the forms and procedures applied to private-sector employees.
