This preamble introduces a Grand-Ducal regulation on access to the general repertory of natural and legal persons by public officers and other persons involved in deeds transferring real estate or creating mortgages. Certain land-registry, notarial, bailiff, and other property-transaction actors have a right to access identity-number-related data from the general register when they request it and are acting within their real-estate publicity duties. Notaires, bailiffs, and other interveners may designate staff members who then have access to the general directory.
