This provision is the preamble to a grand-ducal regulation amending earlier rural-development execution rules. From 1 January 2010, the development plan must be established before the installation date. Certain agricultural entities investing in bioenergy must have their capital fully held by farmers, with at least 75% held by principal farmers.
