This preamble identifies the legal bases for the regulation and says it modifies the 1923 consular regulation and repeals the 1997 regulation. This article replaces Article 16 of the cited grand-ducal regulation with new text. Consuls must follow the foreign-minister-related rules when acting in office, help and protect Luxembourgers abroad as far as possible, give the Government information and services it asks for, and try to keep the foreign minister informed.
