This preamble introduces a Grand-Ducal regulation amending a 2001 regulation on promoting European works in audiovisual media services. The paragraph (1) obligation does not apply in two cases: for media service providers with low turnover or low audience under Commission guidelines, and when compliance is impossible or unjustified because of the nature or theme of the audiovisual media services.
