This provision is the preamble to a ministerial regulation about the voting method and formalities for presenting candidates to the Medical College. Candidate presentations for the Medical College happen every three years in November, and if the College is dissolved, new candidates must be presented within one month. The Minister of Public Health must publish an order at least 20 days before the elections, and voters may challenge the electoral body composition and eligible list within 5 days after publication. The order must appoint the electoral bureau’s president, secretary, and members, including four full members and three substitutes chosen from qualified persons. If the bureau cannot be formed during the election process, the president or, if absent, the oldest member appoints replacements. The president must send each elector a ballot and an instruction notice by registered mail at least eight days before the election.
