This preamble states that the Minister of Finance publishes the Belgian ministerial order of 1 December 1987 on excise duties. The Belgian ministerial order on excise duties must be published in the Memorial and is to be executed in Luxembourg from 1 January 1988. The provisions on special excise duty do not apply in the Grand Duchy of Luxembourg. The provisions relating to Articles 85 to 91 apply only to Belgium.
