This preamble says the ministers are issuing a road-traffic regulation because a construction site is in place on the CR317a between Ringel and the junction of the CR317 and CR317a. From 4 September 2005 until the end of the works, access to the specified CR317a section is prohibited in both directions for vehicle and animal drivers, except those managing and controlling the chantier. After the works are completed and until horizontal road markings are in place, the road segment has a 70 km/h speed limit and drivers of motor vehicles may not overtake in either direction, except motorcycles without sidecars and mopeds.
