About this statute

This section gives the Act’s short title: it may be cited as the Public Service Act. This section says the Act applies to the administration of the public service, unless another written law provides otherwise for part of the public service. The public service must deliver services efficiently and effectively, maintain public confidence, remain impartial, independent and permanent, act in the public interest, and promote integrity and proper conduct. Entry into and advancement within the public service must be based only on merit after fair and open competition. The selecting authority must mainly consider efficiency in the public service when choosing candidates, and no one may be appointed unless the post is properly established, vacant, and budgeted for.
