This section gives the Act its short title and lets the Minister set its commencement date by Gazette notice. This section defines key terms used in the Act, including valuer-related roles, valuation concepts, land, property, and market value. A Commissioner for Valuation must be a public officer and advises the Minister on valuation practice and activities. The Commissioner must carry out valuation-related functions, report to the Minister, manage complaints, and can appoint, recommend, approve, and charge fees for valuers in prescribed cases. The Commissioner may review and certify Government valuation reports, and may reject a report and order a fresh valuation if not satisfied with how the valuation was conducted.
