Op het moment van inwerkingtreding van de IOsv, 1 januari 1995, was het uitvoeringstechnisch gezien voor de SVB niet mogelijk om aan deze verplichting te voldoen. Om die reden is het betreffende artikel niet per 1 januari 1995 in werking getreden. De uitvoeringstechnische problemen zijn thans opgelost. De SVB kan met ingang van 1 april 1996 voldoen aan de verplichting om het sofi-nummer van kinderen beneden de 15 jaar in haar bestand op te nemen.
