U. poz. 1494) § 3 otrzymuje brzmienie: Egzekucja administracyjna może być również wszczęta bez uprzedniego doręczenia upomnienia: do dnia 31 grudnia 2015 r. - w przypadku grzywien wymierzonych mandatem karnym i innych należności pieniężnych orzeczonych w postępowaniu karnym skarbowym; w przypadku grzywien nałożonych do dnia 31 grudnia 2015 r. w drodze mandatu karnego w postępowaniu w sprawach o wykroczenia. Rozporządzenie wchodzi w życie z dniem następującym po dniu ogłoszenia.
