Do spraw wszczętych i niezakończonych przed dniem wejścia w życie rozporządzenia stosuje się przepisy dotychczasowe do czasu zakończenia postępowania w danej instancji. Rozporządzenie wchodzi w życie po upływie 14 dni od dnia ogłoszenia.
