Minimalna przepływność, o której mowa w § 1, jest zachowana, gdy zsumowana przepustowość łącza w dół do wszystkich użytkowników końcowych wynosi 30 Mb/s. Rozporządzenie wchodzi w życie z dniem 12 grudnia 2018 r. Ministrów z dnia 20 kwietnia 2018 r. w sprawie szczegółowego zakresu działania Ministra Cyfryzacji (Dz. U. poz. 761).
