يستبدل هذا القرار نص المادة (17) ليجعل الرئيس التنفيذي ممثلاً للجهاز أمام القضاء وفي علاقته مع الغير، ويُلزم الجهات المختصة بتنفيذ القرار كلٌ فيما يخصه.
