Compensation paid because of the retail price reform must be counted when calculating average monthly earnings for pensions, no matter how it was paid. Pensions assigned from 2 April 1991 that were calculated without this compensation must be recalculated from the date they were set.

ПРАВИТЕЛЬСТВО РСФСР РАСПОРЯЖЕНИЕ от 20 ноября 1991 г. N 23-р г. Москва Установить, что компенсация в связи с реформой розничных цен, выплачиваемая в соответствии с постановлением Совета Министров РСФСР от 20 марта 1991 г. N 162 "О реформе розничных цен и социальной защите населения РСФСР", учитывается при определении среднемесячного заработка для исчисления пенсий независимо от того, в каком порядке производилась эта выплата (в виде специальных доплат к заработной плате по отдельной ведомости либо путем включения в ставки и оклады). Пенсии, назначенные со 2 апреля 1991 г. из заработка, в котором выплаченная компенсация не была учтена, подлежат перерасчету в указанном порядке со дня их установления.
