The Council of Ministers says a permanent Russian currency exchange should be organized, assigns several authorities to create it, and requires the Central Bank and the Ministry of Finance to develop rules for currency interventions.

СОВЕТ МИНИСТРОВ РСФСР ПОСТАНОВЛЕНИЕ от 31 мая 1991 г. N 300 г. Москва О Российской валютной бирже В целях стабилизации функционирования республиканского валютного рынка Совет Министров РСФСР постановляет: 1. Признать целесообразным организацию постоянно действующей Российской валютной биржи как центра по проведению на территории РСФСР сделок с иностранной валютой, заключаемых по курсу, складывающемуся на основе текущего соотношения спроса и предложения. 2. Проведение работы по созданию Российской валютной биржи возлагается на Центральный банк РСФСР, Банк внешней торговли РСФСР и Министерство финансов РСФСР, имея в виду открытие биржи с 1 июля 1991 года. 3. Центральный банк РСФСР и Министерство финансов РСФСР разрабатывают порядок проведения валютных интервенций с целью поддержания курса рубля к иностранным валютам.
