The order opens Bryansk airport for international flights and requires border, customs, and sanitary-quarantine controls to be organized there.

ПРАВИТЕЛЬСТВО РОССИЙСКОЙ ФЕДЕРАЦИИ РАСПОРЯЖЕНИЕ от 19 сентября 1995 г. N 1313-р г. Москва 1. Принять предложение Минтранса России, согласованное с ФСБ России, ФПС России, ГТК России, Госкомсанэпиднадзором России и администрацией Брянской области, об открытии аэропорта Брянск для международных полетов. 2. ФПС России, ГТК России и Госкомсанэпиднадзору России организовать в аэропорту Брянск осуществление пограничного, таможенного и санитарно-карантинного контроля граждан и воздушных судов, следующих международными рейсами. 3. Администрации Брянской области обеспечить выделение необходимых служебных помещений, технических средств, средств связи и жилой площади для персонала пограничных, таможенных и санитарно-карантинных органов, определенных для осуществления контроля в аэропорту Брянск.
