The President of the RSFSR orders the creation of the State Customs Committee of the RSFSR and assigns related appointments and supervision arrangements.

УКАЗ ПРЕЗИДЕНТА РОССИЙСКОЙ СОВЕТСКОЙ ФЕДЕРАТИВНОЙ СОЦИАЛИСТИЧЕСКОЙ РЕСПУБЛИКИ О Государственном таможенном комитете РСФСР В целях обеспечения экономической основы суверенитета и государственной безопасности РСФСР, защиты интересов народа Российской Федерации и в соответствии с постановлением Президиума Верховного Совета РСФСР от 21 октября 1991 г. постановляю: 1. Образовать Государственный таможенный комитет РСФСР. 2. Установить, что Председатель Государственного таможенного комитета РСФСР является по должности первым заместителем Председателя Таможенного комитета СССР. 3. Назначить Круглова Анатолия Сергеевича Председателем Государственного таможенного комитета РСФСР - первым заместителем Председателя Таможенного комитета СССР. 4. Возложить курирование Государственного таможенного комитета РСФСР на Вице-президента РСФСР А.В.Руцкого. 5. Совету Министров РСФСР с учетом мнения Вице-президента РСФСР утвердить в месячный срок Положение о Комитете. Президент РСФСР Б.Ельцин Москва, Кремль 25 октября 1991 года № 161
