КАБИНЕТ МИНИСТРОВ СССР РАСПОРЯЖЕНИЕ от 5 апреля 1991 г. N 265р Москва, Кремль В связи с переходом народного хозяйства на рыночные отношения, появлением новых форм собственности требуется четкое разграничение прав и ответственности между собственниками средств производства и трудовыми коллективами. Это особенно необходимо в условиях введения новых цен, осуществления мер по социальной защищенности трудящихся, реформы оплаты труда. В первую очередь такое разграничение следует провести в базовых отраслях, обеспечивающих стабильность развития всего народного хозяйства. С этой целью: 1. Минэнерго СССР, Минатомэнергопрому СССР, Миннефтегазпрому СССР, госконцерну "Газпром", Минметаллургии СССР, госконцерну "Норильский никель", Минхимнефтепрому СССР, Агрохиму, МГО "Технохим", МПС СССР и Минморфлоту СССР совместно с соответствующими профсоюзными объединениями создать комиссии и заключить до 1 июля 1891 г. тарифные соглашения на 1992-1995 годы, в которых предусмотреть взаимные обязанности сторон за обеспечение народного хозяйства необходимым для его нормального функционирования объемом продукции (работ, услуг), а также комплекс социальных гарантий трудящимся в зависимости от характера и условий производства в отрасли. 2. Контроль за ходом выполнения данного распоряжения возложить на т. Догужиева В. Х. - по МПС СССР, Минморфлоту СССР, Минхимнефтепрому СССР, Агрохиму, МГО "Технохим"; т. Величко В. М. по Минметаллургии СССР и госконцерну "Норильский никель"; т. Рябева Л. Д. - по Минэнерго СССР, Минатомэнергопрому СССР, Миннефтегазпрому СССР и госконцерну "Газпром". 3. Министерству труда и социальных вопросов СССР и Минюсту СССР совместно с заинтересованными министерствами и ведомствами с участием профсоюзов подготовить предложения об ответственности сторон тарифного соглашения и представить их на рассмотрение Кабинета Министров СССР в месячный срок.
