The Russian Government is instructed to become a cofounder of VGTRK, and the Ministry of Press and Information must draft a founding agreement within one month and submit it for approval.

УКАЗ ПРЕЗИДЕНТА РОССИЙСКОЙ ФЕДЕРАЦИИ О Всероссийской государственной телевизионной и радиовещательной компании В целях упорядочения вопросов учредительства Всероссийской государственной телевизионной и радиовещательной компании постановляю: 1. Поручить Совету Министров - Правительству Российской Федерации, а также предложить трудовому коллективу Всероссийской государственной телевизионной и радиовещательной компании и Верховному Совету Российской Федерации выступить соучредителями ВГТРК. 2. Министерству печати и информации Российской Федерации в месячный срок разработать Учредительный договор, регулирующий отношения между соучредителями, и представить его на рассмотрение и утверждение учредителей.
