"О СОЦИОКУЛЬТУРНОЙ ПОЛИТИКЕ ПО ОТНОШЕНИЮ К ИНВАЛИДАМ В РОССИЙСКОЙ ФЕДЕРАЦИИ" Приказ Министерства культуры Российской Федерации от 27.02.95 N 124 Во исполнение решения коллегии Министерства культуры Российской Федерации от 20 января 1995 года "О концепции соци- окультурной политики по отношению к инвалидам в Российской Фе- дерации" ПРИКАЗЫВАЮ: 1. Одобрить концепцию социокультурной политики по отноше- нию к инвалидам в Российской Федерации и Основные направления Программы "Культура и инвалиды", разработанные Российским институтом культурологии (руководитель научного коллектива д.ф.н. Профессор Э.Орлова), отметив предложенные направления решения проблем инвалидов как наиболее эффективные, ориентиро- ванные на человека, отвечающие государственным подходам реше- ния социальных задач. 2. На основе одобренной концепции Отделу социальной поли- тики (Ю.Гафуров) с участием управлений Министерства, Российскому институту культурологии (К.Разлого) совместно с Государственным специализированным институтом искусств (А.Мек- ке), российскими обществами инвалидов и другими заинтересован- ными организациями в срок до 15 марта 1995 года разработать предложения по формированию федеральной целевой программы "Культура и инвалиды" на 1996-1998 годы и внести их в Прави- тельство для включения в федеральную комплексную программу "Социальная поддержка инвалидов". (Государственный заказчик - Минсоцзащиты России). 3. Поручить Российскому институту культурологии (К.Разло- гов) совместно с Государственным специализированным институтом искусств (А.Мекке) продолжить работу по подготовке федеральной целевой программы "Культура и инвалиды", создать банк данных по названной теме. В срок до 15 марта 1995 года представить Отделу социальной политики технико-экономическое обоснование проекта программы. 4. Управлению по делам науки и образования (В.Попов) включить в план-заказ Министерства на выполнение научно-иссле- довательских работ разработку в 1995 году "Федеральной целевой программы "Культура и инвалиды" по Отделу социальной политики. 5. Управлениям и самостоятельным отделам Министерства при разработке Федеральной программы "Сохранение и развитие куль- туры и искусства" на 1996-1998 гг. предусмотреть разработку мероприятий по организации культурной деятельности инвалидов. 6. Управлениям и отделам Министерства оказать содействие общественным организациям инвалидов в организации и проведении в 1995 году II Всероссийского фестиваля творчества инвалидов. 7. Контроль за выполнением настоящего приказа возложить на заместителя Министра М.Е.Швыдкого. Министр Е.Ю.Сидоров
