About this statute

This agreement sets up a phased free-trade framework: the parties reduce or remove tariffs on listed originating goods, start free-trade talks within one year, and aim to conclude them within three years. Parties may require transit through a customs office, but transit must not face unnecessary delays, must get no less favorable treatment in key transit matters, and is generally exempt from customs and transit charges except limited service-related fees. The parties set rules for safeguard measures, technical regulations, and sanitary and phytosanitary measures in trade. The Parties must exchange SPS and customs-related information, give notice of certain measures, allow comments and consultations, and give a reasonable transition period before SPS measures take effect except in emergencies. The provision sets customs-facilitation rules, including faster release of goods, risk-based controls, confidentiality, preliminary rulings, and dispute-settlement procedures.
