Statute overview

About this statute

This provision sets the basic organization rules for public authority in Russia’s regions and assigns powers, duties, and limits to regional and federal bodies. The provision sets rules for suspending and blocking publication of a regional law in certain constitutional review cases, sets when regional laws take effect, and regulates early termination, warnings, elections, duties, restrictions, and disclosures for regional deputies and the region’s top official. The provision sets candidate-nomination deadlines and gives the regional top official, the President, and the acting regional leader specific powers and limits. Regional authorities must finance their own powers from the regional budget, and delegated powers from federal subventions, with some exceptions. Regional authorities are given powers over many matters, and they may adopt laws and regulations on the listed subjects.
