ПРАВИТЕЛЬСТВО РОССИЙСКОЙ ФЕДЕРАЦИИ РАСПОРЯЖЕНИЕ от 25 апреля 2003 г. N 524-р г. Москва 1. Принять предложение Минтранса России, согласованное с Минэкономразвития России, Минфином России и органами исполнительной власти г. Санкт-Петербурга и Ленинградской области, о вводе в эксплуатацию в 2005 году первой очереди кольцевой автомобильной дороги вокруг г. Санкт-Петербурга от Приозерского шоссе до автомобильной дороги "Россия" (далее именуется - первая очередь автомобильной дороги). 2. Минтрансу России: обеспечить в 2005 году ввод в эксплуатацию первой очереди автомобильной дороги; с участием заинтересованных федеральных органов исполнительной власти в 2-месячный срок разработать пообъектный график строительства на 2003-2005 годы, а также перечень мероприятий, обеспечивающих ввод в эксплуатацию в 2005 году первой очереди автомобильной дороги; совместно с органами исполнительной власти г. Санкт-Петербурга и Ленинградской области организовать информирование общественности о ходе строительства первой очереди автомобильной дороги. 3. Минтрансу России, Минфину России и Минэкономразвития России предусматривать при подготовке проектов федерального бюджета на 2004 и 2005 годы выделение средств для финансирования строительства первой очереди автомобильной дороги в объемах, обеспечивающих ввод ее в эксплуатацию в установленные сроки. 4. Минтрансу России представить до 1 августа 2003 г. в Минэкономразвития России и Минфин России документацию, необходимую для привлечения под государственную гарантию Российской Федерации займа Европейского банка реконструкции и развития. 5. Рекомендовать органам исполнительной власти г. Санкт-Петербурга и Ленинградской области: предоставлять в установленном порядке земельные участки под строительство первой очереди автомобильной дороги, в том числе для размещения в соответствии с утвержденной генеральной схемой объектов дорожного сервиса и инфраструктуры; устанавливать ограничения по использованию земельных участков, подлежащих изъятию для строительства первой очереди автомобильной дороги; рассмотреть вопрос о долевом участии в финансировании строительства первой очереди автомобильной дороги, сноса или переноса строений, жилых домов и инженерных коммуникаций, попадающих в зону строительства, а также отселения граждан из домов, подлежащих сносу или переносу, и внести в Минтранс России соответствующие предложения.
