Statute overview

About this statute

This law sets the basic rules for public-private partnership projects and agreements, including who the parties are, what a project and agreement mean, and the main steps for proposal review, approval, and competition. The agreement must cover key terms for land rent, transfer of assets, financing, and control, and the private partner may not sell the agreement object before the term ends except in limited replacement cases. This provision sets rules for a joint public-partner competition, the competition commission, bid and proposal procedures, deadlines, and later lease/use of land and related sites for the partnership. Regional and municipal PPP-related acts must be brought into line with this federal law by 1 July 2016; the law generally starts on 1 January 2016, while Article 46 starts on official publication.
