ПРАВИТЕЛЬСТВО РОССИЙСКОЙ ФЕДЕРАЦИИ РАСПОРЯЖЕНИЕ от 19 января 1993 г. N 69-р г. Москва В целях доставки гуманитарной помощи населению г. Ткварчели, пострадавшему в результате грузино-абхазского конфликта, и эвакуации из города на территорию Российской Федерации русских детей и женщин: 1. МИДу России согласовать с грузинской стороной вопросы полетов над территорией Грузии российских вертолетов для доставки гуманитарной помощи Российской Федерации и ООН и эвакуации беженцев из г. Ткварчели. Довести до сведения грузинской стороны, что сопровождать грузы гуманитарной помощи Российской Федерации и ООН могут представители ООН и Грузии. 2. Минобороны России и Минтрансу России (Департаменту воздушного транспорта) выделить необходимое количество вертолетов с опознавательными знаками Красного Креста для транспортировки гуманитарной помощи Российской Федерации и ООН из г. Сочи в г. Ткварчели и эвакуации беженцев из г. Ткварчели в г. Сочи. 3. Разрешить Роскомрезерву выдать из государственного резерва в распоряжение ГКЧС России (для передачи Минобороны России и Минтрансу России) 1500 тонн авиационного топлива для обеспечения доставки грузов гуманитарной помощи и вывоза беженцев. Минэкономики России, Минфину России и Роскомрезерву предусмотреть возврат указанных объемов топлива в государственный резерв в 1994 году. 4. ГКЧС России обеспечить координацию работ по доставке грузов гуманитарной помощи и вывозу беженцев. 5. ГКЧС России, ФМС России совместно с администрацией Краснодарского края развернуть центры (лагеря) приема и временного размещения беженцев в количестве до 5 тыс. человек. ФМС России совместно с администрацией Краснодарского края обеспечить прием, учет и временное размещение беженцев и оказать содействие в их дальнейшем расселении на территории Российской Федерации. 6. Расходы, связанные с формированием и транспортировкой гуманитарной помощи и вывозом беженцев, отнести за счет резервного фонда Правительства Российской Федерации. Расходы по содержанию беженцев в центрах приема и временного размещения и их перевозке на территории Российской Федерации осуществляются ФМС России в пределах ассигнований, выделяемых из республиканского бюджета Российской Федерации на оказание помощи беженцам.
