This law amends concession rules, including monitoring, financial participation, and electronic tender procedures. The concedent must return bid deposits in some cases, and may keep the deposit and claim the guarantee if the winner fails to sign in time. The electronic platform operator must return certain competition proposals within one hour in specified cases, and the participant may review, change, or withdraw a proposal until the filing deadline. The rules add an electronic-conduct version of the open competition process and set related duties, timing, and document-handling requirements for the public partner, competition commission, and electronic platform operator. The electronic platform operator must register applications promptly, notify the applicant and public partner, and return unregistered applications in specified cases. Applicants may view, change, or withdraw an application before the deadline. If fewer than two applications are submitted, the contest is declared unsuccessful.
