This article defines key consular terms used in the Convention. Consular relations between States are established by mutual consent. Consular functions are carried out by consular posts and also by diplomatic missions, following the Convention. A consular post, and related consular changes or offices, may be set up only with the receiving State’s consent. This article lists the consular functions a consular post may perform.

INGANO Y'ABAKOZI

The receiving State may, in some cases, grant an exequatur and may require the consular staff to stay within reasonable and normal limits.

Section 20

UKUTAVOGERWA

Consular officers are generally protected from arrest, detention, prison, and other limits on personal freedom, with narrow exceptions.

GUSONERA UMUSORO

Certain consular premises are exempt from national, regional, and municipal taxes and dues, except charges for specific services.

For the purposes of the present Convention, the following expressions shall have the meanings hereunder assigned to them: 1. (i) Subject to the practices and procedures obtaining in the receiving State, representing or arranging appropriate representation for nationals of the sending State before the tribunals and other authorities of the receiving State, for the purpose of obtaining, in accordance with the laws and regulations of the receiving State, provisional measures for the preservation of the rights and interests of these nationals, where, because of absence or any other reason, such nationals are unable at the proper time to assume the defence of their rights and interests;
