This article defines key terms used in the Convention. A State may send a special mission to another State if that other State has already consented. The functions of a special mission are set by mutual consent of the sending State and the receiving State. A State sending the same special mission to two or more States must inform each receiving State when seeking consent. Two or more States sending a joint special mission to another State must inform the receiving State when seeking that State’s consent.

A State may send a special mission to another State if that other State has already consented.

The sending State may appoint members of a special mission after informing the receiving State, and the receiving State may refuse an overly large mission or any person in it.

Special mission representatives should generally be nationals of the sending State; receiving-State nationals cannot be appointed unless that State consents.
