This provision says the law establishes the Rwanda Law Enforcement Specialized Academy and sets out its mission, powers, organization, and functioning. This article establishes the Rwanda Law Enforcement Specialized Academy (RLEA). RLEA has legal personality and autonomy over academic, research, administrative, and financial affairs. RLEA is a specialized public higher learning institute with a special mandate. RLEA’s head office is in Musanze District, and it may be moved elsewhere in Rwanda, or branches set up elsewhere in the country, only with approval by a Prime Minister’s Order.

Section 1
Members of the RLEA Council are appointed by Presidential Order, selected for competence and expertise, and at least 30% must be women.
Section 15
A Council of RLEA member with a direct or indirect personal interest in an issue must immediately tell the Council where that interest lies and must not attend the meeting on that issue.
Section 28
RLEA teaching, research, and other staff are covered by special statutes made by Presidential Order.
Section 42
