This article defines key terms used in the Pact, such as the Conference, member states, the Great Lakes region, and related institutions and instruments. This article states the Pact’s objectives: create a legal framework for relations between the Member States, implement listed regional instruments, and promote security, stability, and sustainable development. This article says the Dar-es-Salaam Declaration, the Protocols, the Programmes of Action, the Regional Follow-up Mechanism, and the Fund are integral parts of the Pact. The Pact applies to ratifying Member States and requires them to base relations on sovereignty, territorial integrity, non-interference, non-aggression, cooperation, and peaceful dispute settlement. Member States must keep peace and security, avoid the threat or use of force, not send or shelter armed groups targeting other states, and cooperate to disarm rebel groups and manage border security together.
