This article defines key terms used in the law, including library, the Rwanda Archives and Library Services Authority, National Library, National Archives, and library services. RALSA’s head office is in Kigali, and it may be moved elsewhere in Rwanda if necessary. It may also establish branches elsewhere in the country with approval by a Prime Minister’s Order. RALSA has several mission duties on archives and library services, and the minister may set preservation procedures and the list of works to be submitted to RALSA. A Prime Minister’s Order must تعیین RALSA’s supervising authority and category, and the supervising authority and decision-making organ must make a performance contract.
