This article defines “technical and vocational education” and says the Convention covers that education in schools or in joint cooperative programmes. Contracting States must set policies, implement technical and vocational education programmes, prevent discrimination, and support equal access and disadvantaged groups. The Contracting States must develop technical and vocational education programmes and related support, guidance, curricula, and assessments. The Contracting States must periodically review technical and vocational education and related training arrangements. This article sets standards for technical and vocational education teachers’ knowledge, training, and equal employment opportunities.
