About this statute

This article defines key terms used in the Convention, including the Harmonized System, customs tariff nomenclature, statistical nomenclatures, and ratification. The Annex is part of the Convention, and references to the Convention also include the Annex. Article 3 says the Contracting Parties have obligations, subject to exceptions listed in Article 4. Developing-country Contracting Parties may delay partial use of the Harmonized System, but must notify the Secretary General and make best efforts to apply the full six-digit system within the stated period. Developed country Contracting Parties must provide technical assistance to requesting developing countries on mutually agreed terms.
