Umwishingizi ni umuntu wiyemeje ku bushake bwe kwita ku ufite ubumuga amukorera ibyo akeneye atabasha kwikorera. 1. “Tutor” is person who any voluntarily assists a disabled person to perform functions which he/she otherwise would not be able to perform on his/her own. 2. For any centre to be permitted to receive disabled persons, it must have a legal status granted by a competent authority. 38 1. Tuteur signifie une personne qui volontairement s’est décidée à prendre en charge une personne handicapée en subvenant à ses besoins au-delà de ses capacités. 2. Centres de prise en charge des personnes handicapées sont des établissements spéciaux dans lesquels les personnes handicapées sont prises en charge en recevant de quoi satisfaire leur besoins essentiels pour leur existence quotidienne et en recevant l’assistance appropriée à leur état. Article juridique 3 : Demande de personnalité Pour qu’un centre soit autorisé à prendre en charge une personne handicapée, il doit avoir acquis la personnalité juridique octroyée par l’ autorité compétente de l’Etat. The Minister in charge of disabled persons shall hold meetings with centres and tutors catering for disabled person twice a year. He/she may also summon any individual when a specific problem presents itself which may be a hindrance to the disabled person under his/her care. The person in charge of social affairs at the Sector level shall visit each tutor of disabled persons once a quarter.

Le professionnel ayant les affaires sociales dans ses attributions au niveau du secteur doit visiter chaque tuteur des personnes handicapées une fois par trimestre. In the case the disabled person is deaf or does not know his/her name and no other person knowing him/her is available, the centre shall issue him/her with a name and accordingly and inform the registrar of persons at the Sector in which the centre operates within a period not exceeding seven (7) open days.
