The request for change of name by an applicant domiciled abroad is transmitted through the Rwandan embassy or consulate in his/her country of domicile. A certificate for change of name is issued to the applicant for change of name upon payment of twenty thousand Rwandan francs (FRW 20,000) in public treasury. L’attestation de changement de nom est délivrée au requérant pour le changement du nom après paiement de vingt mille francs rwandais (20.000 FRW) au trésor public.

Uwanditse atakamba asubizwa mu nyandiko mu gihe kitarenze iminsi mirongo itatu (30) uhereye igihe itakamba rye ryakiriwe. An applicant whose request for change of name is refused, may, in writing, lodge an appeal to the Minister in charge of civil status within ten (10) days of receipt of the letter notifying him/her of the refusal. The Minister replies to the applicant within thirty (30) days of receipt of the appeal. Un requérant dont la requête en changement de nom est refusée peut, par écrit, faire recours auprès du Ministre ayant l’état civil dans ses attributions endéans dix (10) jours à compter de la réception de la lettre lui notifiant le refus.
