This Order sets out the procedures for changing a name and for registering an additional religious-vows name. A person asking to change their name must send a letter to the Minister in charge of civil status and include the listed personal details. If the applicant lives abroad, the request must be sent through the Rwandan embassy or consulate in the country of residence. An application to change a name must be filed with supporting documents. If the Minister in charge of civil status finds that the applicant meets the requirements, the Minister must prepare a document stating the main grounds supporting the name-change request. The Minister must publish the main grounds for a name change in the Official Gazette and give the applicant a copy to publish on radio and in a newspaper. The applicant must then submit proof of publication to the Minister within 10 days of receiving it.
